Expression of Interest – EEEP Exceptional Pathways Employment Support
(Targeted Youth Job Creation for 12–24 Months)

Target Country: Cameroon (South West, North West, Littoral, West, East, and Far North Regions)
1. Background
Global Health Systems Solutions (GHSS), through its Economic Empowerment and Entrepreneurship Program (EEEP), is launching a Call for Expressions of Interest from registered businesses, cooperatives, SMEs, and structured economic entities based in Cameroon to participate in its EEEP Exceptional Pathways Employment Initiative. This call targets entities committed to offering employment to Cameroonian youth aged 18–35, especially those from vulnerable groups: persons with disabilities, internally displaced persons (IDPs), people living with HIV/AIDS, orphans, and economically disadvantaged youth.
2. Objective of the Call
This initiative seeks to connect youth with employers in Cameroon who: – Face skill gaps or employment challenges – Are willing to offer formal employment opportunities for 12 to 24 months
3. Applicant Requirements
Applicants must demonstrate how their proposal:
– Supports youth employment through funded job placements
– Aligns with EEEP’s focus on vulnerable populations
– Includes all documentation proving legal and tax compliance
– Clearly outlines support expected from EEEP (e.g., refresher trainings, cautions/guarantees for youth
integration)
4. Eligibility Criteria
Applicants must: – Be legally registered in Cameroon – Provide valid CNPS and Tax clearance certificates – Submit an employment commitment (job offer and valid or proposed contract per youth, pending EEEP support) – Comply with Cameroon labor laws, including CNPS and minimum wage standards

Applications will be reviewed on a rolling basis until the deadline.
6. Application File Must Include:
– Letter of Interest to the Executive Director, GHSS
– Job offer(s) and signed/proposed contracts per youth
– CNPS and Tax Clearance Certificates
– Business Registration Document
– Summary of targeting and support mechanisms for vulnerable youth
7. Financial Support Details
GHSS will provide direct support to youth participants to ease integration. This includes training, starter
kits, health/safety needs, and transport/accommodation where necessary.
Support is capped at **XAF 250,000 per participant**. No funds will be transferred to employers. All
support will be provided directly to or on behalf of the selected youth by GHSS or its partners.
8. Important Notes
– Applications accepted April 15 – July 30, 2025
– Incomplete applications will be disqualified
– Selected businesses must commit to mentorship and basic HR compliance
– GHSS will conduct due diligence on all selected applicants
