Job Description
Global Health Systems Solutions (GHSS) is a non-governmental and not for profit organization dedicated to seeking innovative solutions to strengthen health systems in developing countries for effective service delivery and surveillance of infectious, non-infectious, and neglected tropical diseases. We focus in four key areas: strengthening laboratory systems services and network for an efficient health care delivery, strengthening of disease surveillance systems and facilitate health care delivery programs, conduct operational research to inform health decisions for better patient outcomes, and empowering youths in Cameroon.
Our major collaborators include Ministries of Health, World Health Organization (WHO), United States Centers for Disease Control and Prevention, Africa Centers for Disease Control, Mastercard Foundation, and several bilateral organizations.
Purpose of the Role
To strengthen its operational capacities for the implementation of a program aimed at empowering youths in Cameroon, GHSS is currently seeking for outstanding, qualified, and experienced Field Finance Assistant to follow up the financial management of the program intervention areas at regional level.
Primary duties and responsibilities
Under the guidance and supervision of the Finance Analyst, the Field Finance Assistant will:
Reporting Frequency
- Prepare and submit detailed financial and operational reports on a weekly, monthly, and annual basis to the Project Finance Analyst.
Formal Education
- Track the number of participants enrolled by education level (A/L, O/L, University) in the assigned region and ensure proper documentation.
- Reconcile fees paid to beneficiaries and follow up on pending payments.
- Verify examination fees paid for eligible beneficiaries and document entitlements.
- Support the procurement and distribution of didactic materials, ensuring beneficiaries receive their allocations and tracking any gaps.
Vocational Education Training (VET)
- Document participant enrollment in vocational training programs, including their vocations and the names and locations of training centers.
- Reconcile enrollment fees paid and ensure proper documentation in line with project records.
- Monitor the distribution of didactic materials, ensuring accurate tracking of those received and pending.
- Maintain records of beneficiaries who successfully complete their training.
- Validate startup kits purchased, providing financial analysis and justification for their procurement.
- Assist in preparing weekly attendance reports and tracking participant progress.
- Analyze monthly stipends paid to beneficiaries, reporting discrepancies and ensuring alignment with approved budgets.
- Conduct field visits to assess progress at training centers and provide updates to the Project Finance Analyst.
Micro Projects
- Support the review and financial analysis of business plans submitted by beneficiaries in the region.
- Track the number of participants engaged in micro projects, their sectors, and locations, ensuring accurate records.
- Reconcile disbursements made to beneficiaries, tracking balances and maintaining proper financial records.
- Validate justifications for first and second disbursements, ensuring alignment with business plans.
- Perform financial analysis and tracking of participants' business performance, highlighting growth, challenges, and potential areas for improvement.
- Assist in reviewing weekly and monthly financial reports submitted by beneficiaries.
- Conduct field visits to monitor business performance and provide actionable recommendations for improvement.
- Document and analyze beneficiary attendance at capacity-building sessions organized by GHSS.
Employability Skills and Digital Technology (EST)
- Track the purchase and distribution of mobile phones, ensuring beneficiaries receive their devices.
- Analyze monthly disbursements of internet allowances to beneficiaries, addressing discrepancies or delays.
- Monitor child allowances paid to young mothers, ensuring alignment with program guidelines.
- Track and report on participant attendance at capacity-building sessions organized by GHSS.
Key Deliverables
- Weekly, monthly, and annual financial and operational reports that accurately reflect project activities and financial status.
- Reconciliations of participant fees, stipends, and disbursements, ensuring transparency and accuracy.
- Financial analysis and tracking of micro-projects and business performance metrics for beneficiaries.
- Field visit reports with recommendations to enhance program outcomes and ensure financial compliance.
- Updated documentation of participant progress in training centers, micro-projects, and employability initiatives.

Education & Experience
- Bachelor’s degree in Finance, Accounting, or related field.
- At least 1 year of work experience in financial management, accounting, or project finance.
- Experience working with NGOs, Government agencies, or international organizations will equally be considered as an asset
Must Have
- Proficiency in Microsoft Office (Excel, Word) and financial software; familiarity with financial analysis tools is an advantage.
- Strong attention to detail with excellent organizational and documentation skills.
- Effective communication and interpersonal skills to work with regional teams, beneficiaries, and stakeholders.
- Ability to travel for fieldwork and follow-up visits as required.
